It doesn’t happen as soon as they would like to, for several reasons.
There’s a moment, right before Kurt’s 22nd birthday, when they both tiptoe around the subject. Both feel it in the air around them, little remarks made by the other constantly throughout the day, making it clear what they’re both thinking about. Life gets in the way and they never get around to talking about it properly, nothing more than light half-serious jokes about Some day, in the future, it will be with You.
Two years later, Kurt stops every day for three weeks at the same place to look at wedding rings when walking home from his job. He never buys one.
